Unemployed job seekers can receive unemployment allowance from
one of two different systems: basic allowance is paid by the Social Insurance
Institution of Finland (Kela), whereas earnings-related unemployment allowance
is paid to their unemployed members by the unemployment
funds. Unemployed job seekers who have not yet satisfied the
employment requirement for basic or earnings-related allowance or who have
already received unemployment allowance for the maximum period of 500 days
receive the labour market subsidy payable by Kela. Unemployment
allowance is paid to those who have lost their gainful employment and to
unemployed entrepreneurs. The employment and membership requirements as well as
the determination of allowance are different for wage earners and
entrepreneurs.
