Unemployment funds are organisations operating under the principle of mutual responsibility, whose members are either employees or self-employed persons. The purpose of the unemployment funds is to pay earnings-related security to their members during periods of unemployment.

Unemployment funds perform a statutory duty, which means that eligibility for their benefits is laid down by law. Unemployment funds are regulated by the Financial Supervisory Authority.

In Finland there are 24 unemployment funds for employees and two unemployment funds for self-employed persons.
