Acts applied by the funds
The key acts governing the operations of unemployment funds are the Unemployment Fund Act and the Unemployment Security Act. Unemployment funds are also governed by many laws regulating the activities of authorities. These include the Administrative Procedure Act and the Act on the Openness of Government Activities.
The function and operations of unemployment funds are regulated by the Unemployment Fund Act. According to the Unemployment Fund Act, an unemployment fund is an entity based on the principle of mutual responsibility whose purpose is to provide its members with earnings-related security and other benefits governed by the Unemployment Security Act. In addition, an unemployment fund can support its members’ employment by offering services such as employment agency services, information, advice and guidance services, expert assessments, and coaching. An unemployment fund may not engage in any activities other than those referred to in the Fund Act.
The benefits paid by unemployment funds are regulated by the Unemployment Security Act.
The financing of benefits paid by unemployment funds is regulated by the Act on the Financing of Unemployment Benefits.
