Combined insurance

The government has submitted a legislative proposal to parliament introducing combined insurance into unemployment security. With combined insurance, entitlement towards earnings-related allowance could be accrued simultaneously as both a self-employed person and a wage earner.

  • Currently, a person can insure themselves in an unemployment fund as a wage earner or as self-employed. In the future, there will be three types of unemployment insurance: unemployment insurance for wage earners, unemployment insurance for the self-employed, and combined insurance.
  • Combined insurance could be taken out by a person who has wage income and business income either simultaneously or, for example, in alternating months.
  • A person with a combined insurance would qualify for the earnings-related allowance in 12 months. The length of the employment condition is the same as for a wage earner, but three months shorter than for a self-employed person.
  • The employment condition would accrue from months during which they have received a salary or business income of at least €930.
  • The amount of the combined insured person’s earnings-related allowance would take both wage and business income into account.
  • Under the combined insurance, the portion of the earnings-related allowance accrued through self-employment would be funded entirely by membership fees.
  • Unemployment funds could start offering combined insurance from 1 January 2028 onwards. Offering combined insurance would be voluntary for the funds. This means that some unemployment funds could continue to offer only unemployment insurance for wage earners or only unemployment insurance for the self-employed.
  • The first earnings-related allowances based on combined insurance will be paid out from 1 January 2029. By then, the earliest adopters of the insurance will have fulfilled the 12-month employment condition.
